In previous elections it was widely known that government employees and their families were expected to, and did, vote for and in many cases worked on behalf of Golkar.
Elections in 1999 will for the first time be held on a holiday to avoid workplace pressure and the possibility, as has happened in the past, that supervisors will know how their employees voted and take punitive action against them.
The election laws and more recent actions by the KPU have created a credible system for polling that is accepted by the key players, and the Habibie government seems committed to free and open elections.

What happened, especially during the five years of the Abacha regime, was that that faith in government was completely lost because people saw the government interested only in their own welfare and not in the people's welfare.
And the hope with these elections was that the civilians would have learned their lesson and would have come back differently, and I think the extent to which there was fraudulent practices going on in many of the states sadly may indicate that a lot of the civilian politicians have not learned their lessons.
And I'm hoping that with the election of General Obasanjo that he will be able to restore Nigeria to that position of leadership.

A January 1999 Center for Palestine Research and Studies poll showed that 69 percent of Palestinians thought that, in terms of Palestinians interests, all the Israeli candidates were the same.

Its responsibilities for these elections include: determining municipal boundaries; writing directions and instructions for the election and organising training for election officials; monitoring compliance with the law and determining complaints; arranging ballot paper printing; approving rules and documents developed by lower level commissions; distributing election finance.
Each of these Precinct Election Commissions is responsible for the operation of its precinct’s voting station on voting day and the count of ballot papers and determination of voting results from that voting station.

In response to comments by Donald Scott and lord mayoral elections - it is good to see citizens wanting to contribute to their city's future and offer themselves for elected office.
NOW, the number of votes needed to win the ballot is reduced -at the beginning it was half of 100% - ie 50% - BUT now it is half of 100%-10% - ie 45% - and the ALP candidate is easily elected.
This also happened in the seat of Keira at the recent State Election - where many people did not vote beyond No.1 and therefore had no say in whether Dave Campbell or Dave Martin was elected.
