On September 17, 1787, the Continental Congress accepted the recommendation of the Constitutional Convention and agreed to distribute the proposed constitution to the states; each state was then to elect delegates to a state convention to approve or disapprove the new constitution.
The Journals of the Continental Congress are the records of the daily proceedings of the Congress as kept by the office of its secretary, Charles Thomson.
In 1818 Congress ordered that the records be printed, which was done under the supervision of the secretary of state, John Quincy Adams, in 1819.

While there were commissioned background papers and individual and panel presentations, the process for the Congress emphasized small group interaction using a variety of criteria for different groupings to ensure both diversity of opinion and experience where appropriate and common concerns where appropriate.
Delegates were expected to read the background papers and participate in electronic discussion groups prior to the Congress, to participate actively and thoughtfully through the Congress and to engage in deliberations and actions to move the Congress consensus forward.
A complete report on the development of the Congress, the planning and facilitation of the event itself and the strengths and weaknesses of approaches taken, has been prepared for the ALA Executive Board as one model for identifying and addressing serious broadly-based professional issues in an open, transparent and reflective manner.

The roughly 400 pages provide a window on the Senate from 1790 to 1881, beginning at a time when senators were paid $6 for each day they attended a session of Congress.
In those first years, senators also received a maximum daily allotment of $6 for travel to the capital, calculated at 30 cents per mile for a maximum of 20 miles.
That came to a total of $10,655.50 for the 20 senators who made it to Philadelphia for the second session of the First Congress, according to a page dated Jan. 19, 1790.
