The 40 meters or 7 MHz band is a core amateur radio frequency band, spanning 7000 to 7300 kilohertz, allocated to radio amateurs in all countries worldwide.
One of the five original shortwave bands allocated to amateurs in 1926, 40 meters is considered the most reliable all-season DX band, most useful for inter-continental communication at night.
With its unique combination of intra- and inter-continental communications possibilities, 40 meters is considered a key band in building a winning shortwave contesting score, especially in the lower part of the sunspot cycle.

The reason I had more contacts on 80 meters in 2000 was because I had to go there from 20 meters because the RFI was too bad on 20 when I was transmitting on 40 meters.

I have been monitoring SSB/CW on 30/20/17/10 meters with 3 different radios (IC R71-A, IC 706MKII, and IC 746PRO) using a tuned multi-band dipole, fed with RG-8X, limited space (and restrictions) up 25' high.
During this time of the sun spot cycle, the higher HF freqs will not perform as well as 20 meters on most days.
Since you say 30mtrs is also quieter than 20, I bet you are listening during the day when propagation favors the higher 14MC.
