High-speed rail is public transport by rail at speeds in excess of 200 km/h (124 mph).
Railways were the first form of mass transportation, and until the development of the motorcar in the early 20th century had an effective monopoly on land transport.
By building a new rail infrastructure with 20th century engineering, including elimination of constrictions such as roadway at-grade (level) crossings, frequent stops, a succession of curves and reverse curves, and not sharing the right-of-way with freight or slower passenger trains, higher speeds (250–300 km/h) are maintained.

After the Rail 2000 concept was approved at the ballots in 1987, the Swiss population repeatedly voted in favour of further government bills on transport policy, all of which aimed at an increased shift of traffic from road to rail.

In May, MRT proposed a new reorganization plan for passenger transport: passenger directorates would be established at each of the 17 railways, and these directorates were supposed to be united into the state corporation "Passenger Transport." At the same time, the sale of passengers cars to private operators was supposed to begin.
However, although the main figures in railway transport, as before, are concentrated in the Ministry and reform of the monopoly has not yet started in earnest, the railways can no longer dispose of these riches at their discretion.

Railways are generally considered to be the most environmentally friendly transport system but the railways will have to safeguard their system specific environmental advantage in order to compete with other means of transportation in the future.
The RAVEL project is aiming for a workbench consisting of a set of tools that through improved design for environment enables a significant improvement of the eco-efficiency for railway vehicles during their entire lifecycle.
Task 3 is planned to start in March 2000 and includes detailed specification of the RAVEL workbench (both the data structure and the functions) as well as collection and implementation of data in the RAVEL knowledge system.
