Basically the Tour de France is a sport-event (I guess) with a great commercial impact for all involved, particularly for France and the French teams and the "image" of the Tour is slightly damaged by the (doping) affairs in 1998.
The Tour de France is the biggest cycling-event of the year, which should be the most exciting and which should be held with the strongest teams in the world.
Unfortunately the Société du Tour de France does not have an eye for that and made the topsport of minor importance to the commercial interests of the dying French cycling.
