In special elections, a candidate must be a member of Knesset, amd may be proposed by a faction or factions of the Knesset, numbering no less than ten members.
On January 1, 2001, the Knesset voted 57-41 in favor of a motion to apply continuity to the bill to amend the law on the direct election of prime minister from the same point the previous Knesset left off.
The February 2001 election will be the first time that a separate special election will be held for prime minister, with the composition of the Knesset remaining unchanged.

The President, after consultation with the Chairs of the Nominating and Elections Committees and the members of the Board of Trustees, shall advise the author of the challenge of the Board's decision, which shall be final, within 40 days of the election date.

 The 2001 Israeli Elections: What Next?
In special elections held on February 6, Likud Party leader Ariel Sharon was elected Prime Minister of the State of Israel by a massive spread.
This election had the lowest turnout in Israeli history — only 59% of eligible voters went to the polls, compared with the usual 80%.
As in the previous two elections, the Russian vote was extremely important to Sharon’s victory.

In the run-up to parliamentary elections the government intensified its crackdown on the opposition, which struggled to remain unified in calling for a boycott.
On September 22, the Election Commission released a list of the 574 candidates registered to run in the elections; most of the opposition candidates were refused registration.
Belarusian authorities declared the elections a success, with overall turnout 60.6 percent, but the opposition claimed widespread election violations and an actual turnout of 45 percent, and thus a successful opposition boycott.
