When MLS contracted by two a month ago and held those allocation and dispersal drafts (now known as the New England Project), I got the feeling teams pretty much set up shop for the 2002 season, dealing what they had to deal, taking their best shots right there.
Not when so many in MLS (in the league offices, in the front offices of the two Florida clubs, and on the playing field) have lost their jobs in the past month.
It's pretty clear now that the teams in MLS with salary cap problems are those who've built their core of American players over the years.

Chronopoulos, the lone remaining player from New England's original 1996 lineup, was an MLS All-Star in 1997 and 2000 with career totals of 16 goals and 14 assists in 119 regular-season matches.

Never has an MLS team featured the Budweiser Scoring Champions from the two previous seasons, but by releasing several high profile players from last year's squad, the Revolution were able to land striker Mamadou Diallo through the Allocation Draft, and later selected reigning League MVP Alex Pineda Chacon during the Dispersal Draft.
The Revolution also acquired defender Carlos Llamosa in the Allocation Draft, filling the void left by the departure of sweeper Mauricio Wright.

He would play a significant role for the team over the next two seasons, helping lead the Revs to a 2002 MLS Cup appearance, and starting 23 games for the team in 2003.

The draft should have a few of U-17 and U-20 defenders, but the two or three that can be starters in MLS are rumored to be testing the waters in Europe.
Once NCAA is over, the ones entering the draft will declare, and the ones going to Europe will be gone.

Since the beginning of the second season, dedicated fans of MLS that wanted to follow MLS were left to make up the rulebook when following the progress of building an MLS team.
At least twice a year I have written not-so-diplomatically written letters to the League office pleading for the publication of rules and procedures governing how teams sign, keep, trade, replace, and cut their players.
The league prefers “discovery option players” over allocations, but there is a limit to the number of discovery option players you can have on your roster.
