The second Pan American Congress was celebrated during the Olympic Games held in 1948 in London, Great Britain, where the participants agreed once again to organize the Games.
This idea evolved and as a result the first Pan American Congress was celebrated where it was agreed that the first Pan American Games were to be staged in 1942 in Buenos Aires, Argentina.
The Pan American Games are the world's second largest sporting event in terms of sports and athletes behind the Olympic Summer Games.

The trials for selection to the 2003 Pan American Games Team will be the 2003 USA Outdoor Track and Field Championships held in Palo Alto, CA in June 2003 for all events except the men's and women's marathon.
Athletes will be selected based on their order of finish in the 2003 USA Men's and Women's Marathon Championships provided they have achieved a performance standard of 2:45 for women or 2:20 for men after January 1, 2002.
In order to qualify for nomination to the 2003 Pan American Games Team, athletes must compete in the trials events except for relays.

The Executive Committee of the PJU during its meeting conducted on July 31, 2002 in Rio de Janeiro, Brazil at the Pestana Rio Atlantica Hotel approved the Qualification System for the 2003 Pan American Games.
The athletes recommended by the Sports Commission will be those who have participated and made a good showing in the Panamerican Judo Union Senior Championships of 2000, 2001 or 2002, and/or the Senior Circuit of the Panamerican Judo Union for 2002 and 2003 and in exceptional cases, the Regional Games conducted in 2001 and 2002.
The athletes must have participated in the 2002 Senior Circuit, 2001 Central American Games, 2002 South American Games or 2002 Central American and Caribbean Games.
