 2003 Aviation Legislative Summary
Aviation policy in the United States is driven by an interest in safety, security, transportation efficiency and economic growth.
In 2003 at least 14 states--Delaware, Hawaii, Idaho, Illinois, Indiana, Kansas, Nevada, North Carolina, Oregon, South Carolina, South Dakota, Utah, Washington and Wyoming--enacted 19 measures related to taxation and aviation.
Connecticut SB 965 proclaims May 25 to be "Aviation Pioneer Day." Maine HB 1173 declares the third week in April to be "Aviation and Aerospace Education Week." The North Carolina Legislature passed HB 694, which designates the Asheboro municipal airport as the official location of the North Carolina aviation hall of fame and aviation museum.

A spokesman for Jet Aviation (Booth No. 1581) said the interest was originally fueled by the increased threat of terrorism, and more recently by a failed SAM launch against an Israeli charter airliner in Kenya last November and fears that SAMs might be smuggled into the U.S. for use by terrorists.
Jet Aviation, headquartered in West Palm Beach, Fla., is a major maintenance, modifications and interior completions and refurbishment provider with facilities worldwide.

There were a total of 695 fatalities in all aviation accidents in 2003.
Total general aviation accidents increased from 1,713 in 2002 to 1,732 in 2003.
The accident rate for this segment of aviation has been questioned by the Safety Board, due to lack of precision in the flight activity estimates provided by the Federal Aviation Administration (FAA).

 VIRGINIA SUSPENDS 2003 AVIATION WORLD'S FAIR SUPPORT
Whitt Clement, Virginia’s Secretary of Transportation, announced on Tuesday, October 1 that the state will no longer financially support the 2003 Aviation World’s Fair scheduled for April 2003 in Newport News, Virginia.
Newport News city officials agreed with the decision, which was based on the lack of advanced ticket sales, major sponsorship, and exhibitor revenues.
The goal for the 2003 Aviation World’s Fair, initiated in 1999, was to bring together the world’s aviation and aerospace community in conjunction with the celebration of the first 100 years of manned flight.
