Issues in S and T, Summer 2003, Science in the New Russia
Science was heavily concentrated in one republic--Russia--and its government thought that changing the political, social, and economic systems was more important than helping science, which was regarded as a luxury.
However, the country's science is emerging from its crisis under heavy pressure, much of it from abroad, to change the way it is managed and financed.
The result was an exceptionally elitist organization of science, a system in which less prestigious researchers, such as the young or university teachers, had great difficulty in fulfilling their potential.

After the war, Truman was intent on keeping science subordinate to civilian or now layperson or non-scientist political control, and the postwar organization of federal support for science reflected that.
Say then that science is an attempt to move out of all that, a proto-politics or alternative politics in which ostensibly neutral values or methodologies are actually stabs at utopian spaces where justice rules.
It was fascinating—another place in science that is intensely dramatic and subjective, but rarely portrayed in science fiction, or in fiction or nonfiction of any kind.
