  Universal Forum of Cultures - Definition, explanation
The 2004 Universal Forum of Cultures (henceforth "Forum") was organized by Barcelona's local council, the regional government (the Generalitat de Catalunya), the Spanish National Government and UNESCO.
The Forum was also politically useful, given the Mayor's earlier failure to deliver on a 1996 promise to secure an international exposition for the city (a fiasco widely reported in the local press at the time).
The Forum was thus partly conceived as a way of restoring Maragall's credibility with electors and increasing his chances of successfully challenging Jordi Pujol (Convergència i Unió party), then the incumbent President of Catalonia, in future elections.

The Forum is a festive journey designed to bring the three main themes to life: cultural diversity, sustainable development and conditions for peace.
The Forum 2004 area is relatively close to the Olympic village constructed for the 1992 Games and as a result of industrial decline, economic crisis and consequent severe urban problems, has been the target of extensive regeneration plans.
The name of the event was recently changed from the Universal Forum of Cultures 2004 to Forum Barcelona; a move which has been linked to a shift in priorities for the event and has been much debated among the event's critics (see for example FOTUT 2004).

Following a brief assessment of the evolution of European cultural policy in recent decades, the paper studies the origins and development of the European City/Capital of Culture programme and explores the experience of cities considered to have succeeded in re-imaging and regenerating themselves through cultural activity and special events.
Culture has been used as a tool for urban regeneration, an approach refined in the US over the 1970s and early 1980s (see Porter, 1980) and consequently developed in Europe in cities such as Glasgow - European City of Culture in 1990 - and Bilbao - opening of the Guggenheim Museum in 1997.
Without a clear guideline to address the effects of the Forum in terms of land use and its implications for social justice, it is unlikely that the event provides the fair distribution of cultural benefits it promises at this stage.

La Vanguardia Digital has a superb section in which readers can participate, one of which invites you to say what you think Forum 2004 should be used for and what should be done during the event.
It is not, to say the least, very complimentary about the Forum but it does serve to show the other side of the coin, what the real inhabitants of Barcelona think about it – as opposed to the crass official line on it.
