The national police have primary responsibility for internal security but are generally an unarmed force; therefore, the army, under the effective civilian control of the Minister for Defense, acted in support of the police when necessary.
A person may be arrested without a warrant when the police, with reasonable cause, suspect that an offense has been committed and that the person is guilty of that offense.

Dec. 13 (Bloomberg) -- Ireland and France topped the U.K. for the first time as the European countries with the most-favorable tax and legal rules for private equity firms, an industry lobby group said.
Ireland was the top among 25 countries based on an analysis of 29 variables, according to the survey by the European Private Equity and Venture Capital Association and accounting firm KPMG.
Ireland has boosted research and development incentives, helping venture capital firms increase their investments there, according to the survey.
