I think FIBA can also have what one would call smaller nations championship in which small island nations could compete in basketball for a FIBA sanctioned title and trophy.
FIBA on the other hand has taken the easy way out by allowing 2(!) Oceanian teams to participate in all competitions, which is ridiculous because there are only 2 good teams in Oceania.
That can happen of course, but I'm sure that FIBA as well as other international sports federations have thought about it before we did and there probably are more implications then we can think of.
