The point I'm trying to make is that unless FIFA changes what they did in 2002 (which is possible) the FIFA rankings will be the deciding factor in the teams seeded for the World Cup Draw.
This is what makes his analysis useful, and additive to simply quoting FIFA rankings, or stating that the US isn't better than France although its current standing in the seeding methodology is better.
An the very important footnote is that FIFA has changed the rules in the past without warning, meaning that they can announce a new methodology at a late date in order to get a specific country in the top eight seeds, if they feel so inclined.
