Aviation Capital, a subsidiary of Pacific LifeCorp., also ordered 20 planes from Airbus, the Toulouse, France-based aircraft manufacturer said.
Aviation Capital has a fleet of more than 200 aircraft that includes 70 Airbus jets and 138 Boeing planes, among them 737s, 757s and 767s.

If aviation emissions are simply added to both the baseline and the target, effectively watering it down, the actual level of emissions reductions which could be achieved by 2050 would only be about 35%.[52] Even this assumes that the rest of the UK economy actually achieves the domestic carbon reduction target of 60%.

Aviation lobbyists, including the European Regions Airline Association, have indicated that they would prefer emissions trading (by which operators not using their quota of emissions can trade these with those who need more) to fuel taxes.
While the ICAO Assembly was convened, the European Union’s new transport commissioner, Jacques Barrot, discussed his views on the exemption for aviation fuel during his confirmation hearing before the European Parliament transport committee.

However, BAA recognises that aviation's climate impact is set to grow, and grow significantly, while a UK economy-wide total reduces in line with the requirements of the earth's global environmental capacity, and that, in line with the precautionary principle, aviation must accept its responsibility to address the climate effects of this growth.
We believe that action on aviation at an EU level is a priority between the launch of the ETS in January 2005 and the beginning of its second phase in 2008.

 Budget in Brief - FY 2008
In FY 2008, $113 million is requested for PHMSA to support efforts to reduce the number of serious incidents for natural gas and hazardous liquid pipelines to 40 in FY 2008, and for PHMSA's share of the overall DOT performance target of achieving no more than 462 serious hazardous materials transportation incidents in FY 2008.
For FY 2008, $0.5 million is requested for RITA to continue its efforts, in concert with the Department of Energy and other partners, to design safe handling, transport and storage guidelines for hydrogen fuels that will enable the development of a deployable hydrogen fuel infrastructure.
By FY 2008, air carrier, commuter, and air taxi operations are anticipated to increase approximately 8.3 percent from FY 2004.

The AVS budget supports: safety regulation enforcement; the development of standards to ensure aircraft are safe and in compliance with noise and environmental regulations; the investigation of accidents to identify unsafe conditions and practices; safety oversight of air traffic operations; and the certification of new aircraft to ensure that they are safe and airworthy.
The Administration’s FY 2008 request follows a new amended staffing plan (to be published in March 2007) and provides for another 1,420 new air traffic controllers, which equals a net increase of new 144 after estimated losses.

The British Airport Authority (BAA) believes any aviation fuel tax will have to be an international one, otherwise UK airlines will have to compete against carriers who can offer lower fares not subject to the duty.
Under this scheme, to help with the environmental costs caused by civil aviation pollution, by 2008, the industry would pay for other industries, such as the nuclear fuels sector, to reduce their carbon emissions.
Mr Bulkine says the issue of an aviation fuel tax is not top of the international climate change agenda, because it will have to be confronted at a global level.

The White House released the Fiscal Year 2008 budget amid fanfare on Monday morning, but general aviation groups aren’t jumping for joy.
In the DOT budget breakdown, the FAA allotment includes $175 million for a 21st Century satellite navigation system to replace older air traffic control equipment and $900 million in additional air traffic control system upgrades, but it also includes an expected user-fee proposal.
NBAA and the rest of the general aviation community will oppose this toxic mix of higher taxes, new fees and airline control.
