Decoupling transport growth from economic growth, and stabilising the modal split at 1998 levels by 2010 are important objectives of the revised Common Transport Policy and the recently proposed EU strategy for sustainable development.
The share of road transport increased, whereas the share of rail decreased considerably from 47 % in 1996 to 36 % in 2000, thereby threatening the objective to maintain a 35 % share of rail transport in 2010 in the acceding countries.
The distribution of passenger transport over the main modes is diverging from the CTP policy objectives on the preservation of bus/coach and rail transport.

The Transport Executive was in favour of WMT involvement in the consortium, as it would protect Line One from bus competition.
The Transport Executive described DoT appraisal of the scheme as "rigorous", which was curious given that the Department failed to carry out the simplest of checks on claims such as the ridership forecast (which was about 300% of the figure actually achieved).
With the investment strategy pursued by WMPTE, overall public transport patronage now is lower than in 1998, the year before Line One was opened, and much lower than in 1984, the year of the WMCC Report.

PUEBLO, Colo. — With a thunderous thunk, a five-coach train of commuter rail cars slammed into a 130-ton locomotive Thursday in a federal government test of measures to curb deaths and injuries in railroad crashes.
Unlike in so many real-life rail disasters, the train and locomotive stayed on the tracks and barely suffered a scratch, dramatically proving the worth of new "crash-energy management" technology designed to save lives by spreading out the force of a collision.
The Transportation Department, under pressure from Congress to reduce railroad accidents, reported Tuesday that crashes and deaths at the nation's 240,000 railroad crossings declined slightly last year.
