The first of these measures is designed to shift the balance between modes of transport by 2010 by revitalising the railways, promoting maritime and inland waterways transport and linking up the different modes of transport.
For Railways, the goal to achieve in 2010 is to maintain the modal share of rail transport at the same level of 1998, thus reversing the decline of rail transport observed over the last 30 years.
Rail transport is thus expected to grow significantly as the total transport demand in 2010 is expected to be 40% higher than in 1998.

 RAIL#TEC - PRESS RELEASES
[24-07-2003] “rail # tec 2003 is receiving overwhelming international response and will establish itself as a leading transport policy fair for the rail community in Dortmund,” stated Jörg Hennerkes, State Secretary, NRW Ministry of Transport, Energy and Planning, three and a half months prior to the international rail summit.
Marek Pol, Polish Transport Minister, his Dutch counterpart Karla Peijs as well as the chairmen of both countries’ rail companies, Maciej Meclewski and Aad Veenman, have all confirmed their attendance.
At a press conference in Dortmund, Hennerkes explained the new concept for the rail summit: “The growing national and international interest in rail # tec 2003 is the result of a new focus”.

On Tuesday 16th November 2004,Ken Livingstone, the Mayor of London announced that the East London Line Project had formally transferred from the Strategic Rail Authority to Transport for London as promised.
This now allows phase one of the Project to be delivered as part of the Transport for London five-year investment programme that was unveiled by the Mayor on the 12th October 2004.
The western extension will require a short section of track to be constructed linking the existing East London Line, from south of Surrey Quays, to the South London Line between South Bermondsey and Queens Road Peckham.
