		As it was the 25th Congress to be held since the I.V.U. was founded in 1907, it came to be regarded as a sort of Silver jubilee.
		The central week-end of the Congress was given over to the meetings and events which normally occur during the annual VSUK conference and a celebratior dinner dance in honour of this anniversary was held on the Saturday evening.

		On September 17, 1787, the Continental Congress accepted the recommendation of the Constitutional Convention and agreed to distribute the proposed constitution to the states; each state was then to elect delegates to a state convention to approve or disapprove the new constitution.
		The Journals of the Continental Congress are the records of the daily proceedings of the Congress as kept by the office of its secretary, Charles Thomson.
		In 1818 Congress ordered that the records be printed, which was done under the supervision of the secretary of state, John Quincy Adams, in 1819.
