Congress and the state legislatures felt increasing pressure to pass the Constitutional amendment because of the Vietnam War, in which many young men who were ineligible to vote were conscripted to fight, and died.
The 26th Amendment was formally certified by President Richard Nixon on July 1, 1971.

One of the arguments in favor of the 15th amendment, ratified in 1870 and extending suffrage to African Americans, was the service of fl soldiers in the Civil War.
There is always a strong argument to be made that if you are willing to risk your life for a government, you should have a say in formation of that government through the vote.
