The U.S. FCC bandplan used in Citizens' band radio assigns 40 numbered RF channels between 26.965 MHz (Channel 01) and 27.405 MHz (Channel 40), with channels generally spaced on a 10 kHz frequency raster[?].
There are odd 20 kHz channel spacings between channels 3 and 4, 7 and 8, 11 and 12,15 and 16 and 19 and 20.
These frequencies can also be used by remote controlled aircraft[?] but are not recommended for use due to interference by CB radio in close proximity.

The FCC saw through the charade, and imposed their rather draconian measures in order to cut down on illegal high powered CB operations, particularly in the "10 1/2" meter band, between 27.4 and 28 Mhz.
On March 24, 1978, the FCC announced that "All prior call sign policies and procedures, written or unwritten, are canceled and hereby replaced".
FCC tests showed that a signal 40 db stronger and only 2 khz away would not cause harmful interference to the received signal.

I have found some bandplans on the internet that are just "gentleman's agreement's" and some of the information contained in them are plain obsolete for the most part.
My policy and personal advice is to always follow the bandplan as outlined by leading authorities such as the FCC or the ARRL.
Of course, one must always consider that bandplans are not always inscribed in stone and certain operating activities and variations will occur.

As expected, the FCC released its Notice Of Proposed Rulemaking (NPRM) for the MMDS/ITFS band at 2.5 - 2.69 GHz.
Instead of carving the band into 6 MHz channels, the band is repartitioned mostly into 16.5 MHz "Blocks", leaving seven (7) 6 MHz channels in the middle of the band primarily for continued operation of television broadcasting.
One interesting wrinkle is that the new blocks in the plan are multiples of 5.5 MHz channels, not 6 MHz channels; the "extra" space was used for guard bands to buffer the broadcast portion from the communications portions of the band.

Yet there are two repeaters that use this frequency, one as its output and another as its input.
though it is a taboo to violate the bandplan it is not illegal.
I'm not as worried about the output repeater, but the one with its input...I have no way of monitering its output on the 33cm band, and it is way up there so I might be able to key it.

It beats carrying big CB radio portable radios and it is far more reliable than the older low power CB or 49 MHz walkie talkies.

The 53.x MHz frequencies are open to ground use as well as air.
MHz channels are "For Model Aircraft and Surface Model Use".
This is true, but was not so until the AMA pressed the FCC on this question.

A pdf file of the actual FCC regulations pages 22-28 cover the section on RC frequencies (FCC part 95 subpart C sections 201-225)
FCC page about the radio control bandplan for 72 MHz.
Maybe if you design your kite to look like and airplane you would avoid any possible confusion about the interpretation of these regulation.

In order to popularize the device among individuals for their personal use, the FCC, in 1958, opened up part of the broadcasting spectrum originally reserved for ham radio operators.
Although one did not need to obtain a license to operate a CB radio, the number of licensees shot up dramatically from 1973 to the end of the decade, when more than 500,000 people were applying for licenses each month in direct response to cultural shifts at the time.
