[15.0] The NASA ERAST HALE UAV Program
However, most of the development of the Proteus was funded by Scaled Composites, and the company's ambitions for the aircraft far exceed the scope of the ERAST program's goals.
The Scaled Composites Model 281 Proteus is, as its name implies, a highly reconfigurable HALE aircraft that can be operated either with a pilot or as a UAV, and is intended for typical HALE applications such as communications relay, military and commercial observation, and upper atmosphere research.
Proteus could also be used as a hurricane chaser, flying into the eye of the storm at high altitude and then loitering in the eye for hours.

Scaled Composites Proteus - Wikipedia, the free encyclopedia
The Scaled Composites Model 281 Proteus is a tandem-wing high-endurance aircraft designed by Burt Rutan to investigate the use of aircraft as high altitude telecommunications relays.
The Proteus is actually a multimission vehicle, able to carry various payloads on a ventral pylon.
The Proteus wing was adapted for use on the Model 318 White Knight carrier aircraft, which is the launch system for Rutan's Tier One spacecraft and the DARPA X-37.

Under the authority of the Workforce Investment Act (WIA), DOL's Employment and Training Administration (ETA) awarded Proteus Inc. a grant in the amount of $3,177,813 to provide training and services to eligible migrant and seasonal farmworkers in the central valley of the state of California to strengthen their ability to achieve economic self-sufficiency.
Proteus Inc. operates an administrative office and education center in Visalia with satellite offices in Fresno, Tulare and Kings Counties.
We recommend that ETA recover the $27,047 and require Proteus Inc. to revise its policies to ensure that costs that benefit more than one cost objective are properly allocated and all cost objectives bear their fair share of costs.

Proteus soars to new heights Flight Journal - Find Articles
They say that records are made to be broken, and the crew of the insect-like Proteus high-altitude utility aircraft has gone to new heights to prove that old axiom.
Though the Proteus routinely hauls scientific and commercial payloads on high-altitude/long-loiter missions, these were the first ever for the aircraft above 51,000.
Even though the Proteus is designed to operate at extreme altitudes with the crew in shirtsleeves, NASA's DFRC Life Support team was available to add an extra margin of safety.

 Burt Rutan
Burt Rutan is a test pilot and aircraft designer whose designs have caught attention for their exceptional performance and novel construction.
While NASA's Office of Earth Science sponsored the Proteus experiments (providing pressurized suits), Rutan has at times run afoul of official attention, specifically with the FAA, which has doggedly refused to allow some of his designs -- despite their superior safety and performance.
Rigid FAA guidelines that essentially define what an allowable aircraft is have at times hampered his vision, forcing him to retool a particular creation (with resultant loss of performance) simply to pass federal inspection.
