INVOLVEMENT OF THE GOVERNMENT PRINTING OFFICE IN EXECUTIVE BRANCH PRINTING AND DUPLICATING
The 65th Congress used an appropriations bill passed in 1919 to make explicit what had been implicit in prior public printing legislation: the GPO was subordinated to the Joint Committee on Printing, which effectively controlled the allocation of the printing and binding work of the executive and judicial branches.
Congress explained that the "superintendent shall be a practical printer, versed in the various branches of the arts of printing and book-binding, and he shall not be interested directly or indirectly in any contract for printing for Congress or for any department or bureau of the government of the United States." J. Res.
Indeed, in 1867, Congress expressly declared that the GPO was to be run by the congressional printer, who was elected by the Senate and "deemed an officer of the Senate." Act of Feb. 22, 1867, ch.

 The Fighting 29th
Even though Eric Massa did not win in the 29th, the data provided by Reader John shows that Massa's campaign inspired suburban residents to flock to the polls and to vote for Massa in large numbers.
Rochester's suburban county, Monroe, had the highest turnout percentage of any county in the 29th, as well as the highest percentage of "pulls" (votes for Massa that probably came from blanks).
In it, John studied registration and turnout in the 29th, town-by-town and county-by-county.

Devaluation of the drachma on the agenda at 29th GSEE congress
The 29th congress of Greece's GSEE trade union confederation concluded in March 1998 with the election of a new 45-member administrative board.
Apart from the political outcomes of the congress, it is also worth noting that the number of workers represented by the GSEE has fallen off: this can be seen in the organisational makeup and identity of the congress.
The GSEE congress closed in a new climate, created by the devaluation of the drachma announced on 14 March and the supplementary measures announced for the next 18 months by the Minister of National Economy on 15 March.

Congress and the Clinton Administration have since dropped the ball on passing the CWC’s implementing legislation, which is required to promulgate the guidelines for US chemical industry to comply with the treaty’s data declarations and inspections.
However, if the CWC is to reach its full potential as an instrument to restrain and reverse chemical weapons proliferation, it must have the full participation of the world’s two largest chemical weapons possessors.
The stakes are too high for Washington and Moscow to fall short again on their responsibilities to lead the global efforts to abolish this category of weapons of mass destruction.
