Millennium, according to the Oxford English Dictionary is formed with the Latin word mille meaning thousand + annus that is year, on the analogy of biennium, triennium, etc. The word means a period of one thousand years.
So if one starts counting the years from the first year, the first millennium would be complete on the last date of the 1000th year and the 2nd millennium will usher in on the 1st date of the following year and so on.
Likewise, the 2nd millennium would start in the year 1000 and end in 1999 while the third one would start in the year 2000.

If the general public wants to believe that 1/1/2000 is the beginning of the new millennium, then I will accept that, as the calendar is the vehicle of the public's perception of the numbering of days, and if its evolution includes starting the new millennium next year, than so be it.

Although many of us were celebrating New Year 2000 as the start of the new millennium, the Third Millennium does not, strictly speaking, start until 2001.
