[319 U.S. These taxes were obnoxious but an examination of the sources of the suggestion is convincing that there is nothing to support it except the fact that the tax on newspapers was in existence in England and was disliked.

AUTHORITY TO GRANT CONSERVATION EASEMENTS UNDER 40 U.S.C. § 319
Section 319 was patterned after specific easement-granting authority that was already vested in the Attorney General, the Secretaries of the military departments, and the head of the Veterans' Administration.
Although § 319 gives agency heads broad discretion in certain areas, we do not believe that Congress intended it to be construed to allow an agency to expand or alter the legal concept of "easement" as it was understood by Congress at the time of enactment.
Section 319 was intended only as a limited exception to the existing law to expedite relatively limited types of grants.

EPA: Federal Register: Nonpoint Source Program and Grants Guidelines for States and Territories
While Section 319 funds are important resources, it remains critical for States to continue to build their existing partnerships and to develop [[Page 60662]] new ones as necessary to achieve their water quality goals.
States that include all or a portion of their Section 319 grants in a Performance Partnership Grant should note that their work plan similarly is required by regulation to describe each significant category of nonpoint source activity to be addressed and the work plan commitments to be produced for each category.
Section 319 funds should not be used for in-lake work such as aquatic macrophyte harvesting or dredging, unless the sources of pollution have been addressed sufficiently to assure that the pollution being remediated will not recur.

Several earlier guidance documents govern the Section 319 grants process, and they remain in effect for FY 2003 and subsequent years except to the extent that they are specifically modified in this memorandum.
The priority objective for the use of Section 319 grant funds is to implement the national policy, set forth in Section 101(a) of the CWA, that nonpoint source programs be implemented expeditiously to achieve the goals of the CWA, including the restoration and maintenance of the chemical, physical, and biological integrity of the Nation's waters.
Each Section 319 grant must contain a condition requiring that the State assure that its project sub-awards (e.g., sub-contracts and sub-grants) include a provision that any management practices implemented for the project be properly operated and maintained for an appropriate period of years.

64-237, 1964-2 C.B. 319, states that, with respect to an owner-user, property is not considered similar or related in service or use to the converted property unless the physical characteristics and end uses of the converted and replacement properties are closely similar.
In the instant case, the involuntarily converted property was a bowling center that consisted of bowling alleys together with a lounge area and a bar.
