The second clause is the Grandfather Clause, which ensures that no province will have fewer Members of Parliament than it had in the 33rd Parliament.
Quebec has 75 MPs in Parliament, while Alberta has 28.Suppose that things were reversed, and that Alberta suddenly had representation on a per person basis as Quebec does, and that Quebec suddenly had representation as Alberta does.
It is naive to think that creating the Reform Party, or the watered-down Canadian Alliance, or the almost entirely watered-down Conservative Party will make any difference.

The first is the principle of territorial representation, which is that each elector is represented in the House of Commons on a territorial basis, that is, the electoral district.
Prior to passage of the EBRA in 1964, the House of Commons itself was responsible for fixing the boundaries of electoral districts, through a committee appointed especially for that purpose.
When the rules for readjusting the federal electoral boundaries were laid down in 1964, members of Parliament realized that, for the process to be completely fair, it not only had to be free of any political association but it also had to provide an opportunity for voters to express their views.

His case became a cause célèbre among Canadian human-rights groups and Canadian Arabs and Muslims and for a time strained relations between Ottawa and Washington because the United States deported him to the Middle East instead of Canada even though he was travelling on a Canadian passport.

In 1867, the Dominion Parliament presented an address praying that Her Majesty would be pleased to unite Rupert's Land and the North Western Territory with the Dominion, and to grant to the Parliament of Canada authority to legislate for their future welfare and good government.
It is principally by the 91st section that the legislative authority of the Canadian Parliament is defined; and under this section it can" make laws for the peace, order and good government of Canada," in relation to all matters not coming within the classes of subjects assigned exclusively to the Legislatures of the Provinces.
I take it that the plenary powers of legislation conferred upon the Parliament of Canada include the right to alter or repeal prior Acts of the Imperial Parliament upon subjects upon which the Canadian Parliament is given power to legislate, so far as the internal government of Canada is concerned.
