The SS Polizei Division was one of the thirty-eight divisions fielded as part of the Waffen-SS during World War II.
The division was formed in 1939 as part of the SS Police, and was transferred to the Waffen-SS in 1942.
After a variety of splits and reunions it was eventually upgraded to a Panzergrenadier division, the 4th SS Polizei Panzergrenadier Division.

After the Waffen SS played a starring role in the important capture of Kharkov in the spring of 1943 (in the wake of the disastrous defeat at Stalingrad), three new German SS divisions were recruited, along with a growing list of foreign legions and divisions composed of ethnic volunteers.

The suffering of the Germans in the Kessel was indeed horrific, and I think it's a glaring indictment of Hitler's obstinacy and lack of compassion for his soldiers.
As another passage in the same chapter put it, Hitler lived "in a world of maps and flags", fantasizing about SS Panzer divisions crushing the Soviets instead of dealing with the shocking reality his soldiers were going through.
I disagree again, Europe was in constant conflict between right and left ideology which bogged down the nations of Europe allowing 3rd parties such as jewish supremacists in to benefit from the conflict.
