Simple, do some mental arithmetic and you come to the comclusion that if the next millennium would start on new years eve 1999-2000, there must be a year 0 (2000 years after new years eve 0 will happen on new years eve 1999-2000).
The first year in the Gregorian calendar is 1 AD and the year preceding 1 AD is 1 BC.
