State/Tribal Authority under Section 401 Under Section 401, States and Tribes can review and approve, condition, or deny all Federal permits or licenses that might result in a discharge to State or Tribal waters, including wetlands.
The major Federal licenses and permits subject to Section 401 are Section 402 and 404 permits (in nondelegated States), Federal Energy Regulatory Commission (FERC) hydropower licenses, and Rivers and Harbors Act Section 9 and 10 permits.
Section 401 certification allows States to address associated chemical, physical and biological impacts such as low dissolved oxygen levels, turbidity, innundation of habitat, stream volumes and fluctuations, filling of habitat, impacts on fish migration, and loss of aquatic species as a result of habitat alterations.

The highway was redesignated Highway 401 in 1952.
Highway 401 begins at Highway 3, 13 kilometres (8.08 miles) from the Detroit River on the outskirts of Windsor (not at the Michigan border as some mistakenly assume) and ends at the Quebec border, 815 kilometers (506.42 miles) away.
The 401 is widely considered to be the world's busiest highway, with an estimated Annual Average Daily Traffic (AADT) of over 425,000 in 2004, between the Weston Road and Highway 400 interchanges in Toronto.

If the 401 response contains the same challenge as the prior response, and the user agent has already attempted authentication at least once, then the user SHOULD be presented the entity that was given in the response, since that entity might include relevant diagnostic information.
This code is similar to 401 (Unauthorized), but indicates that the client must first authenticate itself with the proxy.
The proxy MUST return a Proxy-Authenticate header field (section 14.33) containing a challenge applicable to the proxy for the requested resource.

The Comfort Inn is located just off Hwy 401 exit (617 or 619, the Division St. exit).
I had a chance to stay at this hotel on my way through Kingston, its location next to the 401 was convenient.Room was clean, and the value was great.
