Meanwhile, in early 413 BC Sparta acted on Alcibiades' advice and fortified Decelea, and the force sent to relieve it was destroyed.
In 411 BC the Athenian democracy was overthrown in favour of an oligarchy, and Persia joined the war on the Spartan side.

The first of these was the rule of the Four Hundred, established in 411 BC while the fleet was at Samos.
The navy employed mostly poorer citizens and included many of the most ardent supporters of the democracy, and under Thrasybulus and Thrasyllus these declared their opposition to the revolutionaries, believing themselves to be in as good a position as the men of the city.
In 389 BC, Thrasybulus was sent out with 40 ships, ultimately to help Rhodes maintain her independence but first to levy money from her allies and to plunder when they could not receive it.

Originally friendly to Sparta, he subsequently became the leader of the war party in opposition to Nicias, and after the peace of 421 BC he succeeded by an unscrupulous trick in duping the Spartan ambassadors, and persuading the Athenians to conclude an alliance (420 BC) with Argos, Elis, and Mantineia.
On the failure of Nicias in Thrace (418 BC-417 BC) he became the chief advocate of the Sicilian expedition, seeing an opportunity for the realization of his ambitious projects, which included the conquest of Sicily, to be followed by that of Peloponnesus and possibly of Carthage (though this seems to have been an afterthought).
Being appointed commander in the neighbourhood of the Hellespont, he defeated the Spartan fleet at Abydos (411 BC) and Cyzicus (410 BC), and recovered Chalcedon and Byzantium.
