I don't know what iFrames are but I doubt Google would create their ads with technology that 75% of surfers would not be able to see their ads.
Annoying ads are thing that use flash and blinks and are created for branding by ad agencies.
I have Google ads on very page but the Adsense logs show only about 10% to 20% of my visitors are seeing the ads.
