		NGC 4473 is one of several Herschel 400 galaxies to be found in Markarian's chain.
		NGC 4473, a 10.2 magnitude elliptical galaxy, is featured in the sketch at left along with NGC 4458 and NGC 4461.
		NGC 4473 is positioned northeast of center, a 12th magnitude GSC star faintly glowing just 4' to the southwest.

		Question 9c on the 4473 form asks the following: "Have you been convicted in any court of a crime for which the judge could have imprisoned you for more than one year, even if the judge actually gave you a shorter sentence?" Johnson answered "no" to this question.
		Johnson then signed the 4473 form to certify that his answers were true and that he understood that making a false statement on the form was a felony.
		The government also presented evidence that Johnson informed the ATF agent who questioned him regarding the 4473 form that he believed his two felony convictions would not be reflected on his criminal record after seven to ten years.

	Emerson's 4473
		While the government contends Dr. Emerson is responsible for every little detail on this four-page, small-type document, it is unreasonable to ask someone to recall all the details over a year later for even a simpler form, such a rental car agreement.
		Even if Dr. Emerson read the form 4473 thoroughly and memorized every detail, it NEVER properly informed him that he must get rid of his existing firearms.
		The whole form should be thrown out as lack of notice since under the "reasonable man" doctrine, one could not conclude which language was correct.

		The problem with the forms - referred to as Form 4473 - began in October 2001, when BATF decided some relatively minor changes were required.
		The changes dealt predominantly with being able to better determine whether or not a non-citizen who wished to purchase a firearm is prohibited from doing so.
		When using a photocopy of the new 4473, dealers must provide their nonlicensed firearms customers with both the form and its instructions while they complete the form.

		Of the 204,000 attempted purchases stopped by NICS in 1999, the BJS report states that 71 percent of the rejections were for a felony conviction or indictment, 12 percent were for a disqualifying domestic violence conviction and three percent were rejected because the applicant was a fugitive from justice.
		Form 4473 requires the prospective purchaser to state whether or not he/she is disqualified from purchasing a firearm.

		They may require a form, or a portion thereof, be filled out by the dealer, but there is nothing on the 4473 they need.
		Like when you by a product(motor oil, soft drink,etc.), and you fill out the little paper from whatever display they have advertising this deal, that is where you put your name, address, etc, etc. The 4473 does contain some info you may not want them to have, such as your S.S. number.
		I would send it in as usual, but without the 4473 copy, and if they sqwak, ask them why they need that form anyway.

		Some say it puts you on "the list", others say it's not a big deal and it would be near impossible to organize and digitize millions of these little forms into a national database; and there are those who just say 'molone labe' and who cares.
		The Forms were inspected as a form of traceing a weapon used in a crime.......ie; cops call in the serial number to manufacturer, they then direct to jobber, distrubtor, dealer and then the individual who purchased said firearm....
		The form 4473 has your name, address, and prisoner number, oops, sorry, SSN, and also it has the make, model, and serial number of what you are buying.

		Is there a federal law that states the a 4473 "yellow sheet" can be given or not given to someone for divorce reasons.
		Lets say you were a FFL holder, and then your spouse wants to see all your 4473's so she can see how many firearms were sold from the last 3 years...I would think this would be illegal or violate some privacy act, as this has peoples private SSN, Address Full names DOB and such...
		Had to read a lot of stuff to find something reffrenceing how long a 4473 is kept on file...BUT the "Bound Book" is also a source of how many firearms an FFL has sold/disposed of as well....

		The AFT field offices so far have been closed or "make a notation for future reference" (called the West coast offices, 5 of them, only one person in and that is the answer I got as well as "never heard of that before"
		Just write "action only" under the caliber section on the 4473 and the bound log book.
		And there is no writen rule about it that they are aware of.
