  49th Session of the Commission on the Status of Women. New-York, 3 March 2005
The 49th Session of the Commission on the Status of Women (CSW) was held in New York from 28 February to 11 March 2005 to review and appraise the Beijing Declaration and Platform for Action and the outcome document of the Twenty-Third Special Session of the General Assembly.
Parliamentarians were invited to share experiences and reflections on the role of women in politics and consider mechanisms to strengthen parliaments’ capacity to address all of the Beijing objectives.
Key themes: gender-sensitive parliaments, institutional change, caucuses and committees, leadership and capacity training, work and family balance, women's issues, transparent criteria for promotion, mentoring and political campaigning, public speaking and self-assertion, inclusive processes.

 Women in Parliaments: World Classification
This body became the National Parliament on 20 May 2002, the date on which the country became independent, without any new elections.
4 - Bangladesh: In 2004, the number of seats in parliament was raised from 300 to 345, with the addition of 45 reserved seats for women.
These reserved seats were filled in September and October 2005, being allocated to political parties in proportion to their share of the national vote received in the 2001 election.

As a further restraint on excessive centralization, the charter of any North American parliament should reserve all powers that need not be exercised internationally to national, provincial, and state governments, and to the people, in the tradition of the U.S. Tenth Amendment.

Another panelist, Pan-African Parliament President Gertrude Mongella, brought a particular advantage to the panel – in 1995, she served as the secretary-general of the CSW’s fourth conference in Beijing.

That's because the EU Parliament is in effect a show.
The Commission's members are effectively chosen by the folks in the European Council, who are the heads of government in their respective nations.
That is where the power is. The Parliament has very little to do other than to be a symbolic nod to "democracy".

In other words taking a “Parliament” and making it a “congress” would require that it give up most of its absolute power and control, and the “prime Minster” be effetely debunked.
If he was elected human nature dictates as with in other country the most likely result would be the prime Minster in parliament continuing to hold is virtual absolute power.
In US congress we have house and senate majority leaders, and minority leaders, nether of which have any real effective power beyond that of their own individual vote and the respect SOME of their party members give to them.
