	Section 508 Synopsis
		Section 508 requires that when Federal agencies develop, procure, maintain, or use electronic and information technology (EIT), Federal employees with disabilities have comparable access to and use of information and data as Federal employees who have no disabilities, unless an undue burden would be imposed on the agency.
		Section 508 also requires that individuals with disabilities, who are members of the public seeking information or services from a Federal agency, have comparable access to and use of information and data as the public without disabilities, unless an undue burden would be imposed on the agency.
		Although Federal agencies have an explicit statutory obligation to make all EIT that they develop, maintain or use compliant with Section 508, the current emphasis is on newly procured EIT because it is the category that is explicitly enforceable by legal action.

	Section 508
		Section 508 is a part of the Rehabilitation Act Amendments of 1998.
		Section 508 was originally added to the Rehabilitation Act in 1986; the 1998 amendments significantly expand and strengthen the technology access requirements in Section 508 -- the 1986 version established non-binding guidelines for technology accessibility, while the 1998 version calleld for binding, enforceable standards.
		Readily achievable is defined as "easily accomplishable and able to be carried out without much difficulty or expense." The legislation contemplates that manufacturers and service providers will consider access needs during the design, development and fabrication of their offerings, so that expensive and burdensome retrofitting for access will not be necessary.

	Comparison WCAG and Section 508 Web
		The second table is titled, "The 508 View." It lists all the 508 standards, and for each one, the comparison phrase, and the relevant WCAG checkpoint or checkpoints.
