The trackway was planned for streetcars rather than dedicated subway trains, similar to the much newer streetcar-only underground track originating at Union Station used for the 509 Harbourfront and 510 Spadina routes.
The idea for running a subway under Queen Street was delayed and then quashed in favour of an east-west line further north, which became the Bloor-Danforth line, so Lower Queen station was never put into service.
Unlike the other abandoned TTC station at Lower Bay, this station is not used in any way save as an occasional storage facility and film set.

Harbourfront was also envisaged as a leg of the Spadina LRT, and the Spadina line had the necessary development that could generate the passengers required to make it a success.
Ironically, although the Harbourfront LRT was approved, the Spadina LRT was delayed, as community concerns forced the city and the TTC to redesign the project.
The Harbourfront stretch was going to be incorporated into the Spadina line on July 27, 1997, so it received the renumbering as well (although 604 continued to exist as a route number on some rollsigns until recently).

Even assuming that the TTC’s existing streetcar fleet is kept in operation, the demand for streetcars could begin to exceed the number of streetcars available for service by the year 2010.
Therefore, while the TTC will have to, and should invest in new streetcars to expand its streetcar fleet, this process is very complicated and will realistically require upwards of seven years from the start of the process to the entry of new streetcars into service.
While the TTC is retrofitting subway stations with elevators and other accessibility features in order to make these stations navigable by people with mobility or other sensory disabilities, and while the TTC is replacing its bus fleet with new fully-accessible, low-floor buses, the TTC’s streetcar fleet remains not accessible.

Way back when the TTC was considering consolidating its two carbarns at the Molson brewery site on Fleet Street, the speculation was that they'd spend $15 million or so to build a kilometre of track to connect Exhibition Loop with Dufferin Loop.
However, it was noted, with the construction of the Harbourfront connection between Spadina and Bathurst, that a link between Exhibition Loop and Dufferin Loop would extend a private right-of-way line from Union Station to Dufferin Street, and there was that enticing Queensway private right-of-way a couple of kilometres away at Roncesvalles.
The City of Toronto and the TTC are holding another two meetings / open houses to discuss the proposal to install private right-of-way streetcar lanes on St. Clair Avenue in 2005, and they would like residents to come out and express their views.

The north-south platforms were originally planned as a separate station called Lowther, but the TTC decided to join it to the existing east-west station with a foot tunnel containing a pair of long moving walkways, presumably to eliminate the cost of staffing the north-south station.
Bloor is one of the busiest stations in the system, and in 1992 the TTC took advantage of building construction over the station to open it out and widen the platforms.
