A 527 group, named after a section of the United States tax code, is a tax-exempt organization that is created primarily to influence the nomination, election, appointment or defeat of candidates for public office.
Although candidate committees and political action committees are also created under Section 527 of the Internal Revenue Code, the term is generally used to refer to political organizations which are not regulated by the Federal Election Commission or a state elections commission and not subject to the same contribution limits as PACs.
Because 527 organizations are not regulated by the Federal Elections Commission, they may not make expenditures to directly advocate the election or defeat of any candidate for federal elective office.

Section 527 is actually the section of the Internal Revenue code that allows all partisan political organizations to take contributions without paying taxes on them, to the extent the money is used on political purposes.
So when people talk about a 527, they mean an organization that can take largely unlimited contributions from any source and can spend them on advertising or other communications that praises or criticizes candidates without expressly advocating anyone's election or defeat independently of any affected candidate or party committee.
Secondly, the electioneering provisions of BCRA prohibit 527 groups from using corporate or labor union contributions to run broadcast (including radio) or cable ads mentioning a federal candidate within 30 days of a primary or convention, or within 60 days of a general election in which that candidate is running.

Section 527 was added to the Internal Revenue Code ("Code") in 1974 to provide an exemption from federal income tax and gift tax to "political organizations." In creating Section 527, Congress reasoned that campaigns, party committees, and PACs should not pay taxes on funds contributed to such political entities and used for political purposes.
The IRS reasoned that Congress intended Section 527 of the tax code to cover all political entities, whether or not their activities also fell within federal or state election law.
Under Public Law 106-230, Section 527 groups are required to notify the IRS of their existence within 24 hours of organizing and to file periodic reports disclosing their contributions and expenditures.

527 organizations have been and continue to be an expedient medium for regulation of political activities.
This section was enacted in 1975 not to exempt these associations from taxation but to identify and tax their income, which income usually consists of interest earned on deposited funds (dues and contributions).
In the end, 527 is a neutral tax classification and a 527 organization is simply an association involved in electoral politics, local, state, or federal, that has over $100 in interest income on deposited funds.

Because if we limited contributions to these 527 groups as they're called-for the section of the tax code under which they're organized-I think the money would just swing over to groups that are organized under section 501(c) of the tax code, and those groups are even less regulated than 527s, if you like the regulations.
