Each state is apportioned a number of members of Congress based upon its population.
Computing for every state and any number of seats the priority value, and sorting the list in descending order of the resulting values, the first 385 are applicable (seats 51-435) (see Census 2000 Ranking of Priority Values).
Reapportionment of the United States House of Representatives (the lower house of the U.S. Congress) occurs every year ending in "1", the year after the U.S. Census Bureau performs the decennial census mandated by the U.S. Constitution.

Later in 1997, the Clinton Administration and Congress agreed on a legislative package that would have paid a major portion of what at that time was $1,000 million U.S. arrearages to the United Nations.
The United States also wants to reduce its rate of assessment from the current level of 25 percent of the annual UN budget to 22 percent in two years and wants it capped at 20 percent at the end of three years.

The United States is substantially in arrears in its payment of amounts the United Nations General Assembly has assessed against it for the UN regular budget and for UN peacekeeping.
A Member of the United Nations which is in arrears in the payment of its financial contributions to the Organization shall have no vote in the General Assembly if the amount of its arrears equals or exceeds the amount of the contributions due from it for the preceding two full years.
If the United States does fall two years in arrears and there is no waiver of the sanction, its loss of vote in the General Assembly would be an embarrassment and would reflect a loss of U.S. influence in the world body.
