		First, it's very possible for someone to be a very solid "59" and not be readable the first six times a report is requested because the QRM is 59+ and burying the reply.
		I worked a number of stations in the CW version who sent "99" as their power and a few who where "005".
		A fair number were running 300 watts, a few 500 watts, and the rest (the majority) were running 1000 watts (or 1K or 1KW).
