The divisions were assigned numbers in April 1915 so that, for example, the 'East Anglian Division' became the 54th Division.
For instance, the second line 'Wessex Division' was originally called the '2nd Wessex Division' (later the 45th Division) and the second line battalion for the 1/5th East Surreys was the 2/5th East Surreys.
The 42nd and 52nd divisions were sent to Gallipoli as reinforcements for the Helles front in May and June of 1915.

The Territorial Force was originally formed by the Secretary of State for War, Richard Burdon Haldane, following the passage of the "Territorial and Reserve Forces Bill" on August 2, 1907 and contained 14 infantry divisions, each administered by a County Association.
The use of the word territorial signified that the volunteers who served with the force were under no obligation to serve overseas — in 1910, when asked to nominate for Imperial Service overseas in the event of mobililzation, less that 10% of the Force chose to do so.
Instead of supplying complete combat divisions, its function was to round out regular formations by supplying units of up to battalion size (including infantry and light artillery, but not tracked armour), and supply extra support functions such as engineers, medical units and military police.

The North Midland Division was brought into the line in this particular section as it was considered to be relatively quiet, and would be the best place for an inexperienced formation to acclimatise to the routine of trench warfare.
The Staffordshire Brigade was allotted the southern portion of the North Midland Division's area of responsibility, a frontage of approximately 2,000 yards.
While the battle continued in the north, rudimentary anti-gas pads; cotton wool wrapped in gauze and soaked in chemicals, were issued to the units of the Brigade.

 The 59th (2nd North Midland) Division 1914-1918
This 2nd-Line Territorial Division was formed in January 1915, although men were enlisted for the reserve units of the 1st-Line from September 1914 onwards.
From June 1915, the units of the Division supplied replacement drafts for the 1st-Line 46th Division.
The 59th was then again reconstituted as a Garrison Division, and underwent training to enable it to hold a sector of front line again.

The 12 territorial divisions were brought into full time service and were given the reponsibility (assisted by their command and area superiors) of raising a second division.
But, this division from late December until the end of the war, never really achieved a combat capability and the division never ceased to exist, always having some personnel and equipment assigned during this period.
The 2nd Argylls, blasted at Singapore, were also reinstated, and served in the 15th Scottish Division in the Scottish Corridor in Normandy, at Operation Epsom.

I think the British 51st (Highland) Division was virtually lost at Calais in 1940, when it was forced to surrender, and was then rebuilt to serve in North Africa and NW Europe.
Thus, a division may be rebuilt, even though it existed all along (on paper and with personnel assigned).
By your definition the 13th Airborne, 93rd, 98th and 106th infantry division were not combat active division; for they never saw combat in an active divisional roll.

The Division and Brigades were not numbered until April 1915 previously just named.
