With the beginning of each new Congress, the chapter is the order in which the statute was enacted during that Congress.
Today, Acts of Congress are designated in the form: Public Law X-Y where X is the number of the ordinal Congress and Y is the number of the chronological order of the Act in that Congress.

The Sixtieth United States Congress was a meeting of the United States national legislature, comprised of the United States Senate and the United States House of Representatives.
It met in Washington, DC from March 4, 1907 to March 3, 1909, during the last two years of the second administration of U.S. President Theodore Roosevelt.

In the current 107th Congress, Senator Robert C. Byrd of West Virginia served as president pro tempore from January 3 to 20, 2001, and beginning again on June 6, 2001.
Following Hoar's reasoning, Congress in 1886 passed a new law that removed the president pro tempore and Speaker of the House entirely from the line of presidential succession, leaving at its head the secretary of state and the other cabinet members, all non-elected officials.
With the exception of the unusual case of the 62nd Congress, this new system has continued to the present.

In 1867, upon the complaint of the Librarian of Congress Ainsworth Spofford that publishers were not depositing their works with the Library, a penalty of $25 was added for the failure to deposit works within one month after publication.
The 1872 annual report of the Librarian to Congress, accordingly, contained a plea that “mere printed labels” should be protected by the Patent Office as trademarks or “designs for labels.” The Librarian took the position that without pictorial embellishment, such labels were not the “writings of authors” within the meaning of the Constitution.
The Librarian of Congress had requested that the Library be relieved of all copyright responsibilities, and protested (to no avail) the legislation’s creation of a Copyright Office in the Library.
