By Beijing's standard, 5th ring road is "uncrowded", but after it became free in 2005, I don't think it is anywhere close to an "underutilized" road.
Road is road, we human beings have been building them for thousands of years.
Quick accident response, broadcast of road conditions through dynamic signage, allow people to take alternate routes, counterflow highways, carpool lanes, reduced parking, encourage public transport, provide bike lanes, etc. are some of the things that are promoted over more new ring roads.
