		A closer look at some cities and communities within Santa Clara County reveal some markets are holding prices better than others, but both high-end and more affordable cities show a mixed market.

		Insurance premiums skyrocketed after Sept. 11, while coverage was severely limited or cancelled, leaving "trophy" office buildings without required coverage and potentially disrupting new construction projects.

		The study, by professors Thomas Russell, professor of economics at Santa Clara University’s Leavey School of Business, and Dwight Jaffee, Willis Booth Professor of Banking, Finance, and Real Estate at UC Berkeley’s Haas School of Business, was undertaken following the terrorist events of 2001.
		Russell and Jaffee also concluded that temporary government intervention would help revive the terrorist-insurance market after an extreme event and help to stabilize affected industries.
