I-676 runs 7 miles between I-76 near 30th Street Station, through downtown Philadelphia as the Vine Street Expressway, and it crosses the Ben Franklin Bridge over the Delaware River into Camden, ending at I-76 near the Walt Whitman Bridge in New Jersey.
I have read extensively about I-676 and the Ben Franklin Bridge at various times since the early 1970s, and I can vouch for the accuracy and thoroughness of the historical articles by Steve Anderson, Jeff Kitsko and Kurumi.

Interstate 676 is an interstate highway that serves as a major thoroughfare through Philadelphia, Pennsylvania and Camden, New Jersey.
Therefore, traffic from I-676 or Interstate 95 to the bridge is directed through city streets, meaning that this portion of I-676 is not (and probably never will be) up to freeway standards.
Pennsylvania Department of Transportation maps show the connection to I-95 as I-676, and the bridge connection as US 30 (which is multiplexed with I-676 from its west end to downtown Camden).

They also said that passage of 676 would mean stalking victims would lose special protections because of the measure's licensing provisions, and that gun owners would give up confidentiality of some of their medical records.

About one mile of I-676 is dually signed with US 30 in the area of the Benjamin Franklin Bridge toll plaza.
The first section of I-676, from the Walt Whitman Bridge approach (I-76) north to EXIT 3 (Morgan Boulevard), was opened to traffic in 1957 with the completion of the Walt Whitman Bridge.
The final section of I-676 in New Jersey opened in 1980, completing the "missing link" between EXIT 3 and EXIT 5, and ending more than three decades of planning and construction of the North-South Freeway.

Another "missing-link" that was completed in 1991, Interstate 676 has had a long and varied history.
The earliest section to be built of this Interstate was, of course, the Benjamin Franklin Bridge then named the Delaware River Bridge.
Although, NJDOT maps have Interstate 676 from the bridge to I-76 in southern New Jersey and the Delaware River Port Authority considers the bridge a part of the Interstate.

The remainder of the Schuylkill leading to I-95 was called I-676.
In 1974, I-676 was moved to the Vine Street portion, leaving I-76 as a continuous roadway from the Pennsylvania Turnpike to I-95.
On the NJ side there are cross streets (like with the GW Bridge approach, but *not* like the Holland Tunnel approach where there are traffic lights as well).

The bridge, which was tied to the North-South Freeway (I-676) in 1980 and the Vine Street Expressway (I-676) in 1991, underwent substantial rehabilitation and modernization during the 1980's.
On the Philadelphia side, there are traffic lights at the approaches, while the non-stop ramps from the Vine Street Expressway (I-676) to only to the Delaware Expressway (I-95), not to the bridge itself.
However, I would not object to the DRPA using "TO I-676" signs all over the place since the bridge does serve to make I-676 a continuous route, although US 30 also does the same thing.
