The 68030 is a 32-bit microprocessor in Motorola's 68000 family, with on-chip split instruction and data cache of 256 bytes each.

Note that the smaller, blocked-off opening next to the 13W3 connector is, I assume, for a different framebuffer for the 3/80, which would have had a 9pin connector for the older monochrome monitors which were used on the early Suns.
68030 CPUs were manufactured up to 33Mhz, so it's possible in theory to have a 33Mhz Sun 3/80.
An important point to remember is that the 68030 CPU is instruction-set compatible with the 68020, so pre-compiled binaries for the Sun3 series 68020 machines will work with the Sun 3/80.

In burst mode, the 68030 pulls in 16 bytes, or four "longs" (a long is 32 bits, the size of TT memory) in just five cycles; one to set things up, one to fetch the first, the remaining three to fetch the other three.
All this means is that the 68030 remembers the last 256 instructions it accessed, and the last 256 places it worked with data from (and the data).

While the machine isnt' any faster (since the somewhat bigger cache cannot be used) you can find 68030 with higher clock rates easier.

So this whole example, and the claims made based on it, seem to me to sound like, "A Yugo is as fast as a Ferrari in the 1/4 mile..." assuming the quarter mile is vertical and they are both dropped flat off a cliff.
In fact, the 68030 machines were first released in 1988 and the 68040's are from 1991.

I successfully installed both the 68040 and 68030 boards on a SINGLE NeXT cube and linked them together through their ethernet ports.
The 68040 was configured as a boot server and the 68030 was used as its client (booting off the network for lack of an additional hard drive).
I connected the 68040 to the 68030 using a thin-ethernet cable and I booted.

Uses a 68030 CPU running at 25MHz with optional FPU at 25MHZ or 50MHz.
Although you can install a switch on the jumpers JP2 and select 68000 or 68030 that way, a more convenient way for most will be to boot into 68030 all the time, and then when you need 68000 compatibility just run BOOT68000.
Some games ill also run in 68030 mode, although most of them require the 68000 mode.

If you have an old 68030 Mac, you may find Dan Knight's review of Born Again from Brochner Software -- a shareware application that enables '030s to run MacOS 8.1.
A validly licensed copy of Mac OS 8.1 on CD-ROM.  Version 1.0 Of Born Again only works with Mac Os 8.1 CD-ROM's; it will not work with Mac Os 8.0 CD-ROM's. A revision to Born Again that will work with Mac OS 8.0 is under development.
You MUST use Born Again at the same time that you install Mac OS 8.1.  Born Again works in conjunction with Apple's Mac OS 8.1 installer to provide a simple way to install the code that provides 68030 compatibility to Mac OS 8.1.
