However, the extent to which the intent of I-695 can be comprehended by reference to those other measures is in part a function of the extent to which the legislative history shows that those measures were models for I-695 and the degree to which the public debate reflects a reliance on them.
Significantly, the specific governmental charge affected by I-695, the license tab fee, is comprised of both a tax (the motor vehicle excise tax) and a fee (the annual state license fee).
I-695 would, if enacted, require voter approval only of future legislative actions increasing taxes, and would not require voter approval of tax increases enacted before January 1, 2000, even if not implemented until after that date.

Stories on the political meaning of I-695 have been done to death, so, while I nonetheless believe the message the voters sent with I-695 was important, I'm willing to put the political rhetoric on hold for a while and instead focus on something that I believe was sorely missing from the court's ruling: the law.
Applying this rule to I-695, the judge concluded that it contains multiple subjects which do not have "rational unity." Rational unity means that the various subjects covered in the initiative have to be naturally and reasonably connected to one another.
Whether you love it or hate it, no one pulled a fast one on the voters at the last minute (as happened with the cemetery/civil rights bill); I-695 was filed on January 4, 1999, and it didn't change at all before being voted on in the November 2, 1999 general election.
