		If S. 746 had been in effect, it would have forced USDA to spend additional months or years on a bean-counter risk assessment study to "prove" the obvious - that microbial pathogens in meat can be deadly, especially to children, the frail elderly, pregnant women and individuals with compromised immune systems.
		Even though there is language in S. 746 that tells courts that it does not supplant the decisional criteria of the ADA or other laws to protect civil rights, courts must seek to interpret its provisions to effectuate both statutes.
		S. 746 purports to allow an agency director to go with the more protective rule; to do so, he or she must put into the record the fact that a more cost-effective option that met the rulemaking objective existed, and explain why he or she did not select it.

		According to what is written here Icom supposedly says that no external tuner should ever be used as it it might damage the built in one.
		On the other hand, no reason is given, and other hams have claimed to using external tuners with the 746 without problems.
		Once I tried to 'touch-up' the tuner and the '746 immediately tried to re-tune it with the internal tuner.

		What I wanted to say was the 706 has a lot less filtering options then the 746, making it easier to clean out the audio and pick out contacts from the noise.
		As a owner of the 746, I must say the rig is outstanding.
		I am considering upgrading to the 746 from a 706 and confirmed that I could transfer my SSB filter to the 746.
