If approved, I-776 would require local option vehicle license fees to be $30 per year and would repeal certain laws allowing governments to impose taxes or fees on motor vehicles for transportation purposes, including annual local option vehicle license fees for transportation purposes.
However, the County believes that even if I-776 is approved by the voters and implemented, it will nonetheless have sufficient revenues from other revenues and taxes pledged to payment of debt service on the Bonds to pay the principal of and interest on the Bonds when due.
CONCLUSION We hold that I-776 embraced a single subject and expressed that subject in its title, that I-776 did not 'substantially impair' King County's contractual obligations to its bondholders, and that the additional constitutional claims that the superior court did not reach were unavailing.

I-776 became law on December 5, 2002 after passage by State voters, and in October 2003, the Supreme Court ruled that I-776 was constitutional.
Although some citizens complain that Initiative 776 failed to gain a majority in the Sound Transit taxing district, and thus should not be applied to Sound Transit, under the law a statewide vote is the only option for an initiative aimed at changing Sound Transit.
Having found that I-776 “impairs” the contract rights of Sound Transit’s 1999 bond purchasers, the trial court ruled that the entire MVET — in addition to the additionally pledged sales tax revenues — must be levied and collected until the last of the Series 1999 bonds is retired in 2028, a span of 360 months.

After two years, I-776 is subject to change by a simple majority of the Legislature.
Initiative 776 calls for repeal not only of the tax but also of the right of local taxpayers to approve another one.

In the latest development in the I-776 litigation, the state today filed an answer in the suit filed by three Snohomish County residents who claim they will be adversely affected by continued collection of the MVET from registered vehicle owners living in parts of Snohomish County that are within the Sound Transit district.
The separate suit raising constitutional challenges to I-776 was filed in King County Superior Court by Pierce and King counties, the City of Tacoma, Sound Transit and two citizens.

Prior to I-776 passing in November 2002, Sound Transit provided DOL with analysis demonstrating that ending the collection of the RTA MVET would be an illegal impairment of the contracts they have with their bondholders and asked DOL to continue collecting it for them even if the I-776 passed.
With the support of the Office of the Attorney General, DOL continued to collect the RTA MVET because the revenue was previously pledged to repay bondholders.
This issue was not specifically addressed in King County Superior Court Judge Mary Yu's decision declaring I-776 unconstitutional and therefore was not ruled on by the state Supreme Court.
