The film spools actually contain a 16 mm film with twice as many perforations along each edge than normal 16 mm film, which is only exposed along half of its width.
When the film reaches its end in the takeup spool, the camera is opened and the spools in the camera are flipped and swapped (the design of the spool hole ensures that this happens properly) and the same film is exposed along the side of the film left unexposed on the first loading.
During processing, the film is split down the middle, resulting in two lengths of 8 mm film, each with a single row of perforations along one edge, so fitting four times as many frames in the same amount of 16 mm film.

Film perforations, also known as perfs, are the holes placed in the film stock during manufacturing and used for transporting (via sprockets and claws) and steadying (via pin registration) the film.
Film grain or granularity is the random optical texture of processed photographic film due to the presence of small grains of a metallic silver developed from silver halide that have received enough photons.
However, the downside of polyester film is that it is extremely strong, and in case of a fault, will stretch and not break (potentially causing damage to the projector and ruining a fairly large stretch of film: 2–3 ft or ~2 sec.); and the film will melt if exposed to the projector bulb for too long.

Although 35mm film had been the standard for theatrical releases for decades, the large film was cumbersome, expensive, and dangerous due to its flammable nature.
Utilizing a special 16mm film which had double the number of perforations on both sides, the film maker would run the film through the camera in one direction, then reload and expose the other side of the film, the way an audio cassette is used today.
Since the 8 mm frame was one-quarter the size of "sixteen", this method reduced by a factor of four the amount of film necessary to give the same running time - four minutes - as a standard one-hundred-foot length of 16 mm stock.

The film is exposed for one run down the first half length of the film, then it is reloaded and exposed down the second half width of the film to complete the film.
After processing, the film is slit down the middle yielding two lengths of 8mm width movie film, which are spliced together in their order of the first half in front, yielding a total length of projection footage in either 50ft(from 25ft spools), 100ft(from 50ft spools...now long discontinued in use), and 200ft (from 100ft spools).

I have done this using a super-8 projector bought at the swap meet for a few dollars which had a variable speed control on it.
the no budget way of going about the transfer would be to project the 8mm footage on a screen at a speed of 18fps and use your camcorder or dv cam etc. to film the footage off the screen.
the pricey route would be to contact super 8 sound in cal. and have them do the transfer.
