The 8mm video format (official names: Video8, later Hi8 and finally Digital8) is an analog video recording format for the NTSC and PAL / SECAM television systems.
Video resolution (measured as frequency-response and bandwidth of the recording) is comparable to VHS, with both VHS and Video8 rated at "240 horizontal lines." However, improvements (such as SuperBeta and VHS HQ circuitry) were later made to the full-size formats, giving them the lead in picture-quality.
This problem could be overcome by "dubbing" the video; using the VCR to make a copy of the original video as it was played by the camcorder, although this (as with all analog formats) had the drawback of degrading the copied-signal.

Formats are based on the type of tape or disc that the camcorder uses, and the method of recording the information.
This might sound the ideal format to use because of this fact, but when you consider that to edit your footage, it must be transferred to the VCR via a set of connecting A/V leads, the convenience of being able to put the tape into the VCR becomes somewhat negligible.
Regular 8mm tapes are the exact size and shape as their HI8 counterparts, but record video at a lower resolution level, and therefore, are less expensive than camcorders which product better image quality.

The DVD-RAM format is nice, because it gives you some handy "playlist editing" capability, meaning you can record source material into the deck's hard-drive, then create your own "edit" of the material by making a playlist of scene in and out points.
The other formats of stand-alone DVD recorders are fine for your project, but offer no editing capability, post-recording.
The analog circuits in most video cards just aren't designed to the same quality as a dedicated deck, plus the motherboard/buss of the PC is a notoriously electronically noisy environment, which you'll see in your analog capture.
