In combat shooting the 9 x 21 mm IMI cartridge is being used with a shorter bullet so one can increase the powder charge to obtain higher bullet velocities.

This pistol developed by John Moses Browning was unusual in being blowback weapon using such a powerful cartridge (9 mm x 20 browning long cartridge is almost as powerful as 9 mm x 19 parabellum).
The pistol was manufactured in two calibre: 7,65 x 17 and 9 mm x 17, which were both cartridges designed by Browning.
When 7,65 mm x 17 ammunition used was also quite weak it was no surprise that both Italian and French Armies were eager to get rid of them as soon as possible after WW1.

9x19, 9mm Luger, 9mm Parabellum, and 9mm NATO are all the same thing and most folks just call it a 9mm.
I've seen the Makarovs use the 9x18 rounds (appears to be an East Bloc calibre), and the 9x23's are something that I've seen in 1911 race guns.
