Congress then passed, and the President signed, a bill providing for the creation of a “comprehensive and detailed plan outlining [the Bureau’s] proposed methodologies for conducting the 2000 Decennial Census and available methods to conduct an actual enumeration of the population,” including an explanation of any statistical methodologies that may be used.
Congress modified this provision in 1810, adding an express statement that “the said enumeration shall be made by an actual inquiry at every dwelling-house, or of the head of every family within each district, and not otherwise,” and expanding the number of specifications in the schedule of information.
Congress also added several subsections to §141, among them a provision specifying that the term “census of population,” as used in §141, “means a census of population, housing, and matters relating to population and housing.” §141(g).

The court stated that it was unwilling to assume that Congress had "turned a blind eye to the interests of equal sovereigns and the potential violations of international law that would inevitably ensue" from the contrary construction.
Notwithstanding that authority, the Ninth Circuit held that the United States may be held liable in tort for "false arrest" under the FTCA for the seizure of an indicted torture-murder suspect in Mexico because, according to that court, DEA agents have "no authority under federal law to execute an extraterritorial arrest" under any circumstances.
The United States shall be liable, respecting the provisions of this title relating to tort claims, in the same manner and to the same extent as a private individual under like circumstances, but shall not be liable for interest prior to judgment or for punitive damages.

To complicate the situation, six new States had been admitted in 1889 and 1890, some wholly, some partly in the arid region, and their dowry lands, the public lands ceded by Congress to new States from which they would derive their taxes, were also withheld.
In particular, Senators from the mining States in the West, which were also States in the arid region, wanted economic geology restored to the preeminent position it had had under King, and members of Congress in the South and East wanted economic geology investigations in their region.
It had become the leading geologic institution in the United States in the view of "American Men of Science," and many of the 100 geologists whose work was considered most significant by their peers, including the first five ranked numerically, were associated with the Survey.

Congress authorized a naval squadron to seek redress for an attack on a naval vessel in the Parana River during 1855.

In 1956 he was elected to the State Senate; he was subsequently reelected and served until 1961.
As a member of the House Small Business Committee in the 94th Congress, González served as Chairman of the ad hoc subcommittee on the Robinson-Patman Act, Anti-trust Legislation, and Related Matters.
When González retired from Congress in 1998, his son Charlie took over his seat, and was subsequently re-elected to the 106th Congress.
